To ensure the quality and safety of important industrial products that are directly related to public safety, human health, and the safety of life and property, implement national industrial policies, and promote the healthy and coordinated development of the socialist market economy, the State Council has decided to implement an industrial product production license system for products that endanger personal and property safety, products related to financial security and communication quality, products ensuring work safety, and products affecting production safety and public safety.
The "Life Jacket Product Review Department" has been established in the China Classification Society (CCS) since 2003.
In September 2018, the State Council issued a document to cancel the production license administration for 14 categories of industrial products (including lifesaving equipment). Although lifesaving equipment is no longer included in the catalog of industrial products subject to production license administration, the "Life Jacket Product Review Department" still retains its relevant functions and continues to undertake and carry out related work. It earnestly implements the relevant requirements of the State Council and the Ministry of Transport, gives full play to its industrial advantages, and strengthens the quality management of industrial products.
