Inspection of ship materials and equipment (marine products)

Ships are made of a variety of materials and equipment and during a ship survey, these items are collectively called products. As ships sail on water for a long time, these products must meet the requirements of safety and reliability under challenging conditions, including situations with high salinity and high humidity in a dynamic, and long-term operational environment. Therefore, the role of the marine product inspection is to verify the conformity, applicability and reliability of materials and equipment through the technical evaluation in accordance with the technical regulations and specifications issued by the competent authority and classification societies. The inspection service is provided for product manufacturing companies, such as steel mills, equipment manufacturers, etc. Marine product inspections include individualbatch inspections, design approvals, type approvals, works approval, approval of inspections and testing institutes and principle approvals, etc. Following the inspections regime, the “Marine Product Certificate” or “Equivalent Certificate”, the “Approval Certificate” and other documents are issued, respectively. China Classification Society CCS launched its product inspection services more than 60 years ago. It has mature inspection modes, working procedures, and operational methods, and has formed a relatively complete inspection system. CCS has an experienced inspection team who participate in more than 20 national-level scientific research projects every year. They implement effective control over each link that affects product quality like product design, manufacturing, testing and quality management, thereby ensuring that product quality meets the requirements of relevant conventions, laws and regulations, codes and standards, and providing a prerequisite for guaranteeing ship quality and the safety of life at sea. CCS performs approvals and inspections for product manufacturers worldwide in more than 70 countries and regions in Asia, Americas, Europe and beyond. CCS has approved more than 7,000 manufacturers and it issues more than 300,000 product certificates for its clients every year. The products inspected cover various industries such as metallurgy, machinery, electronics, oil, chemical engineering, and shipbuilding. Product Plan Approval

To verify that the product design, and the design and layout of ship and ocean engineering meet the China Classification Society CCS rules, conventions, laws and regulations, and other technical documents, CCS provides a service for the review of design drawings and the technical documents for equipment, systems and components used for ship and ocean engineering, i.e., a product plan approval service.The CCS Product Plan Approval Center, located in Nanjing, Jiangsu, China, handles product plan approvals for all important andor innovative products from clients all over the world, and the review of drawings submitted by clients overseas or outside China. Product survey departments in CCS branches and oversea centers are qualified for product plan approval for particular products in their business regions.Clients intending to apply for product plan approval can use the CCS Electronic Plan Approval System for Products to apply, upload drawings and technical documents, and download them after approval. At least three sets of drawings and technical documents are needed if submitted in paper form. Design Approval

Design approval refers to the evaluation process in which the China Classification Society CCS ensures that product designs meet the requirements of CCS rules or other acceptable standards through product plan approval and prototype tests. Type Approval

Type approval refers to the assessment process in which the China Classification Society CCS confirms that the manufacturer has the ability to continuously produce products that meet the requirements of CCS rules or other acceptable standards through product design evaluation and manufacturing evaluation. Based on the credibility of product quality assurance verified by manufacturing evaluation, type approval is divided into Mode A and Mode B.Mode A type approval is the high-level approval to be granted to the manufacturer with high quality, based on the Mode B type approval. Mode A type approval = Mode B type approval + the perfect Q.A. system of the manufacturer + reliable quality of the products. For the manufacturer which has obtained Mode A type approval, CCS accepts that the field inspection of the surveyor can be replaced partly or totally by the quality statements supplied by quality inspector designated of the manufacturer.Mode B type approval refers to the approval granted by CCS for the finalized design and fitness for purpose of the product meeting the applicable requirements of relevant codes and standards when CCS confirms that the products, the production and test equipment of the manufacturer, and the system of basic quality control comply with the regulations of CCS rules after the review of the product drawings and technical documents, verification of related technology, approval tests and field audit. Works Approval

Works approval refers to the approval of the manufacturer’s conditions and capability for producing certain type of product. Approval is granted by the China Classification Society CCS based on a document review, approval test and audit of the product manufacturing process. It is suitable for mass production through a continuous process, or products whose quality is guaranteed completely based on production technology and process. Individual/Batch Inspection

Approval Of Inspection And Testing Institutes

Approval of product inspection and testing institutes refers to the approval of the institute’s conditions and capabilities relating to marine products and product-specific inspections and test projects, which are granted by the China Classification Society CCS based on a document review, approval test and field audit. The certificate of approval of the product inspection and testing institutes will be issued after CCS approval. Product Notation

Notation is a certificate mark granted by the China Classification Society CCS to confirm that marine products meet the corresponding additional class requirements through a data review, field audit and type tests.For marine products for which CCS has accreditation and inspection requirements, the applicant should first complete the corresponding approval and inspection. EU RO MR TA

The European Union Recognized Organization EU RO Mutual Recognition Type Approval Certificate MR TAC is issued in pursuance of Article 10 of the Regulation on Common Rules and Standards for Ship Inspection and Survey Organizations EC 3912009. The China Classification Society CCS can issue an EU RO MR TAC that is mutually recognized by all other classification societies working under EC 3912009 to qualified manufacturers.The EU RO MR TA is made by CCS under the guidance of the EU RO Framework Document for the Mutual Recognition of Type Approval, and CCS individual Type Approval Certification. Lifejacket Product Review Department

The licensing system for industrial products is an administrative licensing system where the State Council’s competent department conducts on-site inspections and product inspections for manufacturers.Inspections can include a range of products and services such as processed foods for human consumption, products that endanger personal safety or property, products related to financial security and communication quality, products that guarantee labor safety, products that affect production safety and public safety.In addition, other products that are required by law and regulation to be subject to production license management in accordance with the Administrative Regulations to confirm that they have the ability to continuously produce qualified products, are also covered through this licensing system.Moreover, the department can issue production license certificates that allow manufacturers to produce, in order to ensure the quality and safety of essential industrial products directly related to public safety, human health, life and property safety, implement national industrial policies, and promote the healthy and coordinated development of the socialist market economy. The “Lifejacket Product Review Department of the National Industrial Product Production License Office” the “Lifejacket Product Review Department” has been established within the China Classification Society CCS since 2003.In September 2018, the State Council issued a document to cancel the management of production licenses of 14 types of industrial products including life-saving equipment, and delegate the management authority of production licenses of four types of industrial products to the quality and technical supervision department market supervision and management department of the provincial people’s government. In a later move, with a view to drastically reducing production licenses, the state issued a document to again cancel the production licenses of 13 types of products, and merge two types into one for unified management. Only 10 types of products under the management of industrial product production licenses will remain, which are only about 2% of the historical high 487 types.Although life-saving equipment is no longer included in the catalog of industrial product production license management, the “Lifejacket Product Review Department of the National Industrial Product Production License Office” still maintains the relevant functions, and the review department will continue to undertake and complete relevant tasks.
