Inspection of ship materials and equipment (marine products)

Ships are made of a variety of materials and equipment and during a ship survey, these items are collectively called products. As ships sail on water for a long time, these products must meet the requirements of safety and reliability under challenging conditions, including situations with high salinity and high humidity in a dynamic, and long-term operational environment. Therefore, the role of the marine product inspection is to verify the conformity, applicability and reliability of materials and equipment through the technical evaluation in accordance with the technical regulations and specifications issued by the competent authority and classification societies. The inspection service is provided for product manufacturing companies, such as steel mills, equipment manufacturers, etc. Marine product inspections include individual/batch inspections, design approvals, type approvals, works approval, approval of inspections and testing institutes and principle approvals, etc. Following the inspections regime, the “Marine Product Certificate” (or “Equivalent Certificate”), the “Approval Certificate” and other documents are issued, respectively. China Classification Society (CCS) launched its product inspection services more than 60 years ago. It has mature inspection modes, working procedures, and operational methods, and has formed a relatively complete inspection system. CCS has an experienced inspection team who participate in more than 20 national-level scientific research projects every year. They implement effective control over each link that affects product quality like product design, manufacturing, testing and quality management, thereby ensuring that product quality meets the requirements of relevant conventions, laws and regulations, codes and standards, and providing a prerequisite for guaranteeing ship quality and the safety of life at sea. Newbuilding IHM Service

Upon request of shipowners or shipyards, China Classification Society (CCS) can issue the Declaration of Compliance of the Inventory of Hazardous Materials (which can be directly exchanged for a certificate after the convention comes into force) for newbuildings that have been verified and have an Inventory of Hazardous Materials (IHM) that meets the requirements of the Hong Kong Convention and IHM Guidelines. In the design and construction stage of a newbuilding, the IHM should be compiled in the following three steps, “collecting the information of hazardous materials”, “using the information of hazardous materials” and “compiling a list of standard formats". Shipowners or shipyards can also apply for the “Green Passport for Recycling” (GPR) notation in Section 5 of “Survey of Environmental Protection Notations” in Chapter 6 of Part 1 of the CCS Rules for Classification of Sea-going Steel Ships. Ships that have been granted the GPR notation will be recognized by the market. As long as an IHM that complies with the regulations has been compiled for the ship and the relevant requirements of the CCS Guidelines for the Compilation and Verification of the Inventory of Hazardous Materials for Ships are met in all stages from the signing of the shipbuilding contract, design, product ordering, construction through to operations, CCS will grant the ship a GPR notation.For more details, please contact us:Tel: 0086-10-58113391 E-mail: md@ccs.org.cn

The European Union Recognized Organization (EU RO) Mutual Recognition Type Approval Certificate (MR TAC) is issued in pursuance of Article 10 of the Regulation on Common Rules and Standards for Ship Inspection and Survey Organizations (EC 391/2009). Ship Energy Efficiency Data Collection Software

To meet the requirements of MARPOL Annex VI on the ship fuel consumption data collection and EU Regulation on the monitoring, reporting and verification of carbon dioxide emissions from maritime transport, CCS has developed a software of ship energy efficiency collecting and monitoring. The software collects energy efficiency-related data such as the arrival and departure port name, arrival and departure time, fuel consumption and bunkering quantity, distance travelled and cargo carried, could be used for the monitoring, conducting statistics and analysis of the energy efficiency-related basic data, generating emissions report based on different standards(IMO and EU). The software can be installed on a ship and used independently or be used cooperatively with the “CCS Ship Energy Efficiency Management System” or enterprise systems. The software can provide reliable data source for a third party inspection agency to perform data verification and provide convenient and diversified services for shipping company in regard to the statistics, monitoring and reporting management of ship energy efficiency-related data. CCS provides the free software to our clients, which is easy to install and use. The software development takes into account the current IT configuration of the enterprises, in order to decrease the cost of the installation, operation and maintenance. GREEN CHAIN

Software —— CCS GREEN CHAIN IHM is the most important evidence for issuance of IHM Certificate/ IHM SOC, all ships need to keep it onboard. For new ships, IHM should be developed by shipyard based on the MD and Supplier's Declaration of Conformity ("SDoC") provided by suppliers; for existing ships, IHM should be developed by the ship owner by following the specific procedures or the same requirements for new ships or. It is the ship owner’s responsibility to maintain and update IHM throughout the operational life of the ship based on the MD and SDoC. Since there're above 1000 kinds of maritime products which may present various types of hazardous material that should be calculated/estimated and recorded, in order to facility implementation, a software for development/review of MD, SDoC, IHM, namely CCS GREEN CHAIN, which is based on the private cloud technology and in line with the requirements of Hong Kong Convention and relevant Guidelines had been developed by CCS. Full life cycle service of mobile units

In recent years, with the development of the offshore resource development business, the application of offshore installations keeps expanding from traditional offshore oil and gas development and processing to emerging offshore construction, offshore wind power, fish farming and tourism, and the number of offshore installations is also increasing. Due to the harsh marine environmental conditions and difficult operations of offshore installations, it is difficult to avoid some safety issues. If not handled properly, this will bring huge economic losses and even threaten the safety of life at sea and the marine environment.The China Classification Society (CCS) has established a finite element model of a platform structure based on the special structure design mode and equipment form of the mobile platform, providing its clients with services throughout the full life cycle of the mobile platform, thereby protecting the mobile platform.In order to provide more efficient and convenient services, CCS has developed a full life cycle management system (MSER) for offshore mobile platforms based on a structural model database. This system provides services for well location operational capability analysis, emergency response, and on-site survey of mobile platforms to ensure the structural safety of offshore mobile platforms. Based on the established finite element model database, combined with the original design drawing data and dynamic data input (such as transformation, thickness measurement, etc.) in the life cycle, the finite element calculation and theoretical analyses are used to give a structural safety evaluation conclusion, providing guidance for on-site survey by inspection agencies and the daily maintenance of the platform. In addition, there is technical support for the ship owner to make a rapid decision when the platform changes environmental conditions in which it is operating and requires the analysis of well location operation capability and when an accident occurs and emergency response is required the following services are available:Service functions1) Evaluation of the structure’s technical condition throughout its life cycleRecognize the structural safety analysis, tracking, monitoring and management throughout the life cycle of the mobile platform from design, construction, survey and transformation to daily operation.2) Analysis of well location operational capabilityAble to analyze and judge the well location operational capability of the mobile platform as to whether it can adapt to the new environmental conditions and help the platform manager make quick decisions.3) Emergency response supportAble to quickly evaluate the structural safety of the mobile platform in response to emergencies (such as leg puncture, platform towing collision, etc.), and provide emergency response measures, thereby playing an important role in reducing accident losses and ensuring structural safety.4) Provide strong technical support for maintenance, service, repair, transformation and surveyAble to comprehensively reflect the actual status of the platform structure, find the existing structural safety hazards, and put forward reasonable suggestions and on-site key survey suggestions to provide technical support for the repair, maintenance and service of the platform and the on-site survey of the surveyor, in a timely fashion.5) Security management of aging mobile platformThrough continuous tracking and periodic structural safety evaluation of the aging mobile platform, technical support is provided for the regular maintenance and service of the aging platform, to reduce its operational risk. System featuresRealize the perfect seamless connection between condition data and finite element model, and establish a continuous, dynamic and fast structural evaluation system throughout the life cycle.1) Fast response capability for finite element calculationThe seamless connection between the thickness measurement data and the finite element calculation model of the platform is realized, so that the platform has the fast response capability to finite element calculations, the conclusions and suggestions from the analysis of calculations can then be quickly returned to the platform during the docking repair period to guide repair or transformation construction.2) Accurate and efficient thickness measurementA systematic platform for thickness measurement is provided. Based on the last evaluation results and site conditions, the thickness measurement range can be determined, and the diagrams for thickness measurements are printed. A standardized thickness measurement report will be automatically generated based on the entered thickness measurement data, thereby realizing standardized, normalized and efficient thickness measurements.3) Full life cycle management of structural safety of a mobile platformConduct centralized management of the platform data such as the original platform design, previous reconstruction/repair drawings and data, previous survey and testing data, finite element models, previous calculation and analysis data etc. Based on these complete technical data, the evaluation of structural and technical status of the system, pre-evaluation before platform operations, emergency response, evaluation and management of the aging platform, and other functions, realize the structural management of the mobile platform throughout its life cycle.3. IHM Compilation And Management Of Ships (Green Chain)

The Inventory of Hazardous Materials (IHM) certifies that a vessel is in compliance with the requirements of the Hong Kong Convention, all ships should hold an IHM. For a newbuilding, the IHM should be prepared by the shipyard during the design and construction stage based on the Materials Declaration (MD) and the Supplier Declaration of Compliance (SDoC) provided by the supplier.For an existing ship, it can be prepared according to the requirements for a new ship or the required steps. After the IHM is compiled, any changes, replacements or major repairs to the ship’s structure, equipment, systems, accessories, layout and materials, should be updated in the IHM by the shipowner according to the MD/SDoC provided by the supplier.Since it is necessary to calculate, evaluate or record the content of various hazardous materials in more than 1,000 products on board, to facilitate practical use, the China Classification Society (CCS) provides services to assist suppliers to fill in MD/SDoC, shipyards to formulate newbuilding IHM, shipowners to formulate the IHM for existing ships, classification societies to review IHM and scrapping yards to develop ship recycling plans. Lifejacket Product Review Department

The licensing system for industrial products is an administrative licensing system where the State Council’s competent department conducts on-site inspections and product inspections for manufacturers.Inspections can include a range of products and services such as processed foods for human consumption, products that endanger personal safety or property, products related to financial security and communication quality, products that guarantee labor safety, products that affect production safety and public safety.In addition, other products that are required by law and regulation to be subject to production license management in accordance with the Administrative Regulations to confirm that they have the ability to continuously produce qualified products, are also covered through this licensing system.Moreover, the department can issue production license certificates that allow manufacturers to produce, in order to ensure the quality and safety of essential industrial products directly related to public safety, human health, life and property safety, implement national industrial policies, and promote the healthy and coordinated development of the socialist market economy. The “Lifejacket Product Review Department of the National Industrial Product Production License Office” (the “Lifejacket Product Review Department”) has been established within the China Classification Society (CCS) since 2003.In September 2018, the State Council issued a document to cancel the management of production licenses of 14 types of industrial products (including life-saving equipment), and delegate the management authority of production licenses of four types of industrial products to the quality and technical supervision department (market supervision and management department) of the provincial people’s government. In a later move, with a view to drastically reducing production licenses, the state issued a document to again cancel the production licenses of 13 types of products, and merge two types into one for unified management. Only 10 types of products under the management of industrial product production licenses will remain, which are only about 2% of the historical high (487 types).Although life-saving equipment is no longer included in the catalog of industrial product production license management, the “Lifejacket Product Review Department of the National Industrial Product Production License Office” still maintains the relevant functions, and the review department will continue to undertake and complete relevant tasks.
