IMO Mechanism for ship fuel consumption data collection and EU Regulation on the monitoring, reporting and verification of carbon dioxide emissions from maritime transportBackground:Shipping is a huge and evolving source of greenhouse gas emission. Reducing or limiting greenhouse gas emissions from shipping will bring significant effects in controlling climate change. In most cases, shipping is more energy efficient than other modes of transportation. According to IMO statistics, if the greenhouse gas emission from shipping is not controlled, the ratio of the emissions to the total global emissions will rise from the current 3% to 5% in 2050, which does not match the global target of controlling global warming below 2 degrees Celsius by 2050. In 2011, IMO introduced the mandatory requirements of the Ship Energy Efficiency Design Index (EEDI) and Ship Energy Efficiency Management Plan (SEEMP), and planned to adopt the market mechanism method to effectively control the total greenhouse gas emissions from shipping in the next step, and to collect the annual CO2 emission data and related energy efficiency information of shipping companies and their ships to provide a basis for implementing the market mechanism of shipping greenhouse gas emission.EU shipping CO2 emissions monitoring, reporting and verification (MRV) regulation:The European Parliament and the Council adopted the Regulation No. 2015/757 on the monitoring, reporting and verification of shipping carbon dioxide emissions on April 29, 2015, requiring that ships to which the Regulation applies should prepare and implement a “Monitoring Plan” on CO2 emissions, and submit the annual CO2 “Emissions Report” to the EU and flag states after the end of each reporting year.1) Scope of application:● Applicable to ships above 5000 gross tonnage in respect of CO2 emissions released during their voyages from their last port of call (loading and unloading port) to a port of call under the jurisdiction of an EU Member State and from a port of call under the jurisdiction of a Member State to their next port of call, as well as within ports of call under the jurisdiction of a Member State.● Not applicable to warships, naval auxiliary vessels, fishing vessels or fish-factory vessels, simple wooden vessels, non-power-driven vessels, and non-commercial government vessels.2) What shall companies do?● By August 31, 2017, companies shall submit to the verifier approved by EU a “Monitoring Plan” for each of their ships, which is applicable to the EU MRV Regulation.● On January 1, 2018, companies shall begin to implement the “Monitoring Plan”, which has been verified as satisfactory by a verifier.● From 2019, by April 30 of each year, companies shall submit to the EU and the authorities of the flag states concerned an “Emissions Report”, which has been verified as satisfactory by a verifier.● From 2019, by June 30 of each year, ships arriving at, within or departing from a port under the jurisdiction of a Member State, and which have carried out voyages during the reporting period, shall carry on board a Document of Compliance of the annual emissions report issued by the verifier.Amendment to MARPOL Annex VI (MEPC.278(70)):The Maritime Environment Protection Committee of the International Maritime Organization (MEPC) adopted the Amendment to MARPOL Annex VI in October 2016, and established a fuel consumption data collection mechanism, requiring that ships to which the convention applies should prepare and implement the “Ship Fuel Consumption Data Collection System (DCS)” (as Part II of SEEMP), and submit the ship’s annual fuel consumption report to the flag state or its authorized organization after the end of each reporting year.1) Scope of application:Applicable to ships of 5000 gross tonnage or above engaged in international voyages in respect of fuel consumed in the reporting year during their voyages.2) What shall companies do?● By December 31, 2018, companies shall submit the “Fuel Consumption Collection Plan” of each ship to which the Amendment to MARPOL Annex VI applies to, and obtain approval of the flag state or its authorized organization.● On January 1, 2019, companies shall begin to implement the “Fuel Consumption Collection Plan”, which has been approved by the flag state or its authorized organization.● From 2020, by March 31 of each year, companies shall submit the annual fuel consumption report of the ship to the flag state or its authorized organization for verification.● From 2020, by June 1 of each year, applicable ships shall carry on board a Document of Compliance of annual fuel consumption report issued by the flag state or its authorized organization.Our guidance for plan approval and report verification;3) CCS MRV system: CCS provides customers with general management tools for ship CO2 emission monitoring, assessment and reporting to improve data quality and management efficiency.● Ship energy efficiency data collection and monitoring (ship-side)Collect voyage data of a single ship, evaluate data quality, make statistics and submit voyage and annual reports.● Ship energy efficiency data management system (network-side)Collection and management of company fleet voyage data.Compare with theoretical data, historical data, and data of ships of the same type to evaluate data quality.Comparative assessment of internal and external energy efficiency levels of the company.Statistics and submission of the “Emissions Report”.4) External trainingIn response to the needs of shipping companies, CCS conducts external training on the “Implementation and Response of Ship CO2 Emission Monitoring, Reporting and Verification” to enable relevant personnel to understand the requirements of regulations and conventions, so as to ensure the effective implementation of the “Monitoring Plan” and the correct collection of emission report data.Impartiality and independence:To ensure the impartiality and independence related to verification activities carried out by CCS comply with the requirements of regulation and standard, the below MRV application will be rejected by CCS: (1) The confirmation or verification application from the applicant that CCS has provided the technical services to, and(2) CCS has the relationship with those who provided technical services to the responsible party that support the poses an unacceptable risk to impartiality. To ensure the impartiality and independence of MRV verification relevant staff, CCS will ensure: 1) shall not use the personnel with actual or potential conflict of interest to carry out MRV verification activities; 2) the personnel who carried out assessment of monitoring plan, shall not verify the emission report for the same vessel; 3) shall not use the personnel who provide the technical service to the company to carry out the verification activities; All the verification activities carried out by CCS will be done independently. In order to assist company to understand the convention, regulation and related guidelines, CCS will carry out training about those public Newbuilding Plan Approval

The newbuilding plan approval service reviews and approves newbuilding designs, and it is the basis for newbuilding surveys and the issuance of classification certificates. The criteria for the issuance of certificates include the applicable rules (including guidelines), conventions, newbuilding regulations and the statutory requirements of the authorizing flag state, as well as the agreements/memos signed by CCS and its plan approval clients and other standards agreed in writing. RR SOC - Ships in Service

Before decommissioning the ship and starting ship recycling, you can apply to CCS for the final survey of the ship. The formulation of IHM Part II (Operational Wastes) and Part III (Materials) should be completed before the application. Green Product Certification and Classification

Green product certification and classification under the Hong Kong Convention At the request of supplier (including manufacturer, trader or agency), products will be checked by CCS according to the requirements of Hong Kong Convention and related Guidelines. Classification of ships in service

CCS classification survey services for ships in service consist of initial classification survey, class maintenance survey (including delegation and deputation surveys), PSC management, import and export transaction for old ships of China, class assignment, suspension, reinstatement and withdrawal for classed ships, METE, emergency response service, etc. Where applies for classification services for a ship in service, the owner or operator can submit the application at any time convenient to a CCS local office nearby. As the services include a technical review on the ship’s original design information and a full-scale survey for its current technical conditions, there are always specialized arrangements for the initial classification survey. International Safety Management Code Certification (ISM)

Convention and Code requirements:In order to strengthen the safety and pollution prevention management of ships on international voyages, Chapter IX of the SOLAS Convention requires that applicable ships and their management companies should comply with the requirements of the International Safety Management Code (ISM Code). Companies to which the ISM Code applies should obtain a Document of Compliance issued by the competent authority or its authorized accreditation organization after audit, and ships to which the ISM Code applies should obtain a Safety Management Certificate issued by the competent authority after audit. For detailed requirements, please refer to CCS Rules for Certification of Ship Safety Management System. Applicable ships:Ships applicable to the Code include passenger ships (including high-speed passenger ships), and oil tankers, chemical tankers, gas carriers, bulk carriers, high-speed cargo ships and other cargo ships of 500 gross tonnage and above, and mobile offshore drilling units. Those not applicable to the Code are the ships operated by the government for non-commercial purposes. Applicable companies:Companies applicable to the Code refer to the owner of the ship or any other organization or individual, such as a manager or a bareboat charterer, who has accepted the responsibility for the operation of the ship from the owner and agreed to assume all the obligations and responsibilities stipulated in the International Safety Management Code.Certificates:Interim SMC: When a new ship is delivered, the company assumes the responsibility for the operation of a new ship, or changes the flag, a temporary ship audit should be conducted. After the ship passes the audit, an interim SMC with a validity period no more than 6 months will be issued.SMC: If the ship meets the requirements of the ISM Code through initial audit after the safety and pollution prevention management system has been implemented on board for 3 months, an SMC with a validity period no more than 5 years will be issued. An interim audit should be conducted during the period from the second anniversary date of the SMC to the third anniversary date, and a recertification audit conducted before the expiration of the SMC.Interim DOC: If the company is newly established or adds new ship types in its existing “Document of Compliance”, a temporary company audit should be conducted. After the company passes the audit, an interim DOC with a validity period no more than 1 year will be issued.DOC: If the company meets the requirements of the ISM Code through the initial company audit, provided that the company has fully implemented the safety management system and at least one of each ship type it manages has been operating the safety and pollution prevention management system for at least 3 months, a DOC with a validity period no more than 5 years will be issued to the company. An annual audit should be conducted within 3 months before and after the anniversary date of the DOC, and a recertification audit conducted before the expiration of the DOC.CCS has always kept pace with the international counterparts in ship audit and certification business, obtaining authorization from the administrations of more and more countries or regions to carry out statutory audits and issue ISM certificates on their behalf. Evaluation and Verification of Energy Efficiency Operational Indicator (EEOI) for Ships

Based on the social responsibility to protect the common home of mankind, the International Maritime Organization (IMO) has issued new ship energy efficiency regulations within the framework of the MAPOL Convention. The aim is to reduce greenhouse gas emissions from ships by improving the Energy Efficiency Design Index (EEDI) and the Energy Efficiency Operational Indicator (EEOI), and the IMO has made consecutive revisions to intensify carbon reduction requirements. The EU, various government authorities and industry organizations have also introduced measures to control shipping emissions.CCS has collaborated with various players in the industry to actively carry out research into the application of ship energy efficiency laws and regulations, energy saving technologies and guidelines, with the aim of saving energy and reducing emissions in shipping. Product Plan Approval

To verify that the product design, and the design and layout of ship and ocean engineering meet the China Classification Society (CCS) rules, conventions, laws and regulations, and other technical documents, CCS provides a service for the  review of design drawings and the technical documents for equipment, systems and components used for ship and ocean engineering, i.e., a product plan approval service.The CCS Product Plan Approval Center, located in Nanjing, Jiangsu, China, handles product plan approvals for all important and/or innovative products from clients all over the world, and the review of drawings submitted by clients overseas (or outside China). Product survey departments in CCS branches and oversea centers are qualified for product plan approval for particular products in their business regions.Clients intending to apply for product plan approval can use the CCS Electronic Plan Approval System for Products to apply, upload drawings and technical documents, and download them after approval. Class transfer and initial classification surveys

The class transfer survey of a ship in service refers to the inspection on compliance of a ship with an IACS class that has already been in service and applies for transfer to the CCS class, before the CCS class is assigned and the classification certificate is issued, in order to confirm that the documents, design of structure and equipment, configuration and technical status, and management conform to the CCS classification specifications, rules and other technical requirements recognized by CCS.The initial classification survey of a ship in service refers to the inspection on compliance of a ship without an IACS class that has already been in service and applies for the CCS class, before the CCS class is assigned and the classification certificate is issued, in order to confirm that the documents, design of structure and equipment, configuration and technical status, and management conform to the CCS classification specifications, rules and other technical requirements recognized by CCS. CCS will consider arranging pre-classification inspection and drawing approval for ships based on the actual technical status of the ship and the situation of the existing classification society.When transfer of class and initial classification are applied for, they can be carried out in conjunction with the normal survey cycle of the ship. It is recommended that the customer contact CCS in advance.
