China Classification Society (CCS) recently organized an online briefing on the Paris and Tokyo Memoranda of Understanding (MoU) Port State Control (PSC) Concentrated Inspection Campaign (CIC) on cargo securing. Representatives from more than 10 client companies in Greece and Cyprus joined the session online. The briefing aimed to help shipowners and ship management companies gain a comprehensive understanding of the key focus areas and requirements of the CIC on cargo securing, further strengthening their preparedness and response capabilities for PSC inspections.

Key Technical Requirements and Inspection Focus

Mr. Jin Rufeng, Survey Manager at the Athens Branch of CCS, delivered a systematic overview of the core technical requirements of the CIC, covering the scope of inspection, key inspection items, and the preparation tools and services CCS provides to support clients. Drawing on historical PSC inspection deficiency cases, he gave an in-depth explanation of the relevant requirements, common deficiencies, and corrective measures.

The briefing highlighted the areas most likely to draw PSC scrutiny, including the validity and onboard availability of the Cargo Securing Manual (CSM), the maintenance and condition of securing equipment, and the crew’s familiarity with cargo securing requirements. Through analysis of typical cases, participants were also helped to identify deficiency-prone areas and understand the appropriate responses crew members should take during PSC inspections.

Q&A and Industry Engagement

Following the briefing, participants held an in-depth exchange with CCS technical team on key issues related to CIC preparation. Discussions covered the use and management of securing equipment from different manufacturers, the Cargo Securing Manual (CSM), loading plans, and actual securing arrangements. CCS experts Wang Xinyu and Chai Xingnian joined the Q&A session, providing targeted answers to client questions based on relevant technical requirements and PSC inspection case studies.

Attendees gave positive feedback on the briefing and expressed their appreciation. The online session further strengthened technical exchanges between CCS and shipowners and ship management companies. CCS will continue to closely monitor PSC inspection trends and provide targeted technical services tailored to the needs of clients in its jurisdiction, helping them further enhance their ship safety management and compliance.
