Guidelines For Inspection Of Fitness For Carriage Of Solid Bulk Cargoes By Ships (2012)

IMO adopted The International Maritime Solid Bulk Cargoes (IMSBC) Code by Resolution MSC.268(85) at the MSC 85th session to supersedes the non-mandatory Code of Safe Practice for Solid Bulk Cargoes (the BC Code). The IMSBC Code has been enforced on 1 January 2011. To facilitate the enforcement of the IMSBC Code, Chapters VI and VII of the SOLAS Convention have also been amended accordingly.

 

With the enforcement of IMSBC code, Administrations will attach more importance to the implementation of the Code and will regard the compliance with IMSBC Code as the safety measure for ships carrying solid bulk cargoes. Therefore, to be ready for its implementation, CCS has organized personnel to carry out an in-depth study of the IMSBC Code and developed the Guidelines of Inspection of Fitness for Carriage of Solid Bulk Cargoes by Ships (hereinafter referred to as the Guidelines), by taking account of the requirements of SOLAS Reg. II-2/19-Carriage of dangerous goods, the revised SOLAS Chapters VI, VII and relevant IMO Circulars. 

 

The Guidelines mainly focus on the fitness requirements for carriage of solid bulk cargoes and the issuance of “International Certificate of Fitness for the Carriage of Maritime Solid Bulk Cargoes”, while the aspects regarding operation and management by ship management companies and ship operators are not covered. The Guidelines may be served as guidance for implementing IMSBC during ship design, construction, survey and cargo handling.
