On March 28, 2025, at the invitation of the Maritime & Port Authority of Singapore (MPA), Chen Zili, General Manager of CCS Singapore Branch, accompanied Liu Leida, Deputy Director of the Ship Supervision Department of the China Maritime Administration, Xin Jian, Director of Jiangmen Maritime Administration, etc. to MPA’s Maritime Innovation Lab for meeting with MPA’s Chief Information Security Officer ONG Chin Beng, Deputy Director Gavin YEO of the Digitalization and Data Governance Division, etc.
This meeting aims to comprehensively deepen the cooperation on maritime management between China and Singapore, especially on key issues including data exchange, application of electronic certificates (e-CERT), etc., and jointly promote the digitalization process of maritime supervision. At the meeting, the representatives from China Maritime Safety Administration and MPA had in-depth and effective discussions on core issues including data sharing mechanism, compliance requirements, etc. The two sides actively exchanged views on important issues such as system mutual recognition, profound impact of digital transformation on maritime supervision, etc., and shared their valuable experiences in practice.
Chen Zili said that CCS will fully leverage its advantages in technological innovation and continuously improve the security and reliability of electronic certificates. MPA Director Teo Eng Dih and Assistant Director (responsible for Operation/Operation Technology) David Foo attended the meeting to make plans and prospects for digital transformation and development.
In the Business Stability Testing (BCX) of e-CERT, CCS Guangzhou Branch and the Water Transport Equipment Safety Research Institute actively provided technical support for the drill through online participation. This drill was hosted and witnessed by the internationally renowned auditing and consulting firm PWC, and focused on testing the electronic certificate system’s ability to respond to emergencies. The drill covers multiple key aspects including event severity rating, network attack and network security protection, emergency contact mechanism, alternative measures, etc., and aims to comprehensively ensure the stable operation of the electronic certificate system in emergency situations, ensure smooth ship clearance and port operations, and safeguard the stable development of the shipping industry.
The conference and the drill were a complete success, which has further consolidated and strengthened the deep cooperation between China and Singapore in the fields of data exchange and electronic certificates, injecting strong impetus into the digitalization process of maritime supervision. Looking ahead, China Maritime Safety Administration will continue to work together with MPA to deepen cooperation at all levels. CCS will continue to fully support the competent authorities of China and Singapore, actively leverage its professional advantages, contribute more to the digital development of the global shipping industry, and help the shipping industry make breakthroughs against the wave of digitalization and develop steadily.
