SHEN HAI YI HAO, China first self-developed 1500m-depth ultra-deep-water Semi-submersible FPSO, commences production with the announcement from WANG Dongjin, the Chairman of CNOOC, at 10:30 am on 25th June, 2021. It is a significant breakthrough in China deep-water oil and gas development and offshore engineering & equipment technology, marking the China historic leap in offshore oil development capability from 300m deep water to 1500m ultra-deep water. China Classification Society (CCS) provided statutory survey, classification and third-party certification survey services for the project.
CNOOC uses the full-scope development mode of “semi-submersible production platform + subsea production system + subsea pipeline”, for which the world first 100,000 DWT deep-water semi-submersible FPSO—SHEN HAI YI HAO energy station was built.
Designed according to the high standard of "operating for 30 years without dry docking for maintenance", she is capable of withstanding extreme environmental conditions, even storms with the return period of 1000 years. The maximum displacement is 110,000 tons, equivalent to three medium-sized aircraft carriers. The project achieved three world initiatives, which include the first oil storage in the 4 semi-submersible columns with a maximum storage capacity of nearly 20,000 m3; the largest span of the semi-submersible truss-type topside in the world (up to 49.5m); and the first wet in-dock semi-stool assembly technology conducted on land. Meanwhile, 13 domestic initiative technologies have been applied practically, and her construction speed has set a new world record among the same type of platforms.
In February 2017, CCS organized a project team, including three Young Technological Talents awarded by the Ministry of Transport in the beginning of the FEED of the project, aiming to provide the comprehensive technical services pertaining to regulations and rules to facilitate the project landing in the South China Sea. In the past four years, the project team has reviewed more than 24,000 documents, fed back more than 2,000 comments, and provided constant technical support for the project’s long-distance wet tow scheme, risk analysis and measure scheme for “30 years operating without dry docking for maintenance”, super-large topside assembly and loading scheme, hot spot fatigue calculation method for hull structure, large bracket style setting in NODE area, safe operation and maintenance of lifeboats close to the flare heat radiation area, and rescue and escape scheme under high freeboard towing condition. The project team overcame many unfavorable factors such as compulsive working at home during the COVID-19 pandemic. During the peak period, the team reviewed 2373 documents in one month, 878 documents in one week, to ensure the project moving forward smoothly. Currently, CCS is also providing certification services for offshore facilities such as LIUHUA cylindrical FPSO, 330m deep water jacket, ocean exploration vessel, which would promote development of China deep water energy.
