Main contents of the 2022 RCN No.3 of the Rules
are as follows:
PART ONE
PROVISIONS OF CLASSIFICATION
1. Incorporation of IACS Rec.47(Rev.10,
2021.09), adding relevant
references and standards in “SHIPBUILDING AND REPAIR QUALITY STANDARD”.
2. Incorporation of class notations of ship
communication networks satisfying specific needs and evaluation of collision
resistance capability of ships newly added in Chapters 33 and 34 of PART EIGHT
of this RCN, as well as class notions added or revised for relevant
rules/guidelines effective on or after 1 July 2022, e.g. Rules for Construction
and Classification of Sea-Going High Speed Craft (2022 amendments), Rules for
Structures of Container Ships, Guidelines for Ships Using Ammonia as Fuel,
Guidelines for Ships Using Fuel Cell Power Installations and Guidelines for
Ships Using Methyl/Ethyl Alcohol as Fuel.
PART TWO
HULL
A new Section 8
Energy-saving appendages in front of propellers is added in Chapter 3 Equipment
and Outfits, regarding structural strength assessment and welding procedure
requirements for energy-saving appendages installed onboard in front of
propellers.
PART SIX
FIRE PROTECTION, DETECTION AND EXTINCTION
Incorporation of IACS UR F46 (Aug 2021) Low pressure CO2 piping system.
PART EIGHT
ADDITIONAL REQUIREMENTS
1. A
new Section 33 Ship communication
networks satisfying specific needs is added. With regard to specific needs such as passenger using Internet and remote survey,
technical requirements for communication networks satisfying specific needs are
raised through deployment of ship communication network equipment on board,
based on hosting modes of communication networks such as satellite broadband
communication network and 4G or 5G cellular communication network.
2. A new Section 34 Evaluation of collision
resistance capability of ships is added, giving principled technical
requirements for calculation and evaluation of collision resistance capability
of structure of sea-going ships, mainly including evaluation method (evaluation
conditions, critical deformation energy of side structure, critical striking
speed etc.), evaluation criteria and critical striking speed curve.

TEN SHIPS IN RESTRICTED SERVICE
A
new paragraph regarding inspection of Watertight Cable Transits is added in “Hull
and Equipment Surveys” of Chapter 1 Surveys after Construction of Ships Engaged
on Non-International Voyages, by referring detailed inspection requirements to
Chapter 5, PART ONE of the Rules.
