Against the backdrop of the global shipping industry accelerating towards net-zero emissions, the application of sustainable fuels in ships has become a key pathway for shipping to achieve emission reduction targets. Based on domestic and international policies and regulations related to greenhouse gas emission reduction, as well as the current status and future trends of the sustainable shipping fuel industry, China Classification Society conducted an in-depth analysis of the global and China's sustainable shipping fuel industry development from the perspectives of production, storage, transportation, refueling, and application. It also proposed countermeasures to address the challenges and issues in China's industry development, compiling the "China Sustainable Shipping Fuel Development Report 2025", which was released at the Shanghai North Bund International Shipping Forum on October 20,2025.

The report is structured into three key sections. The first section outlines global greenhouse gas reduction policies and regulations, while providing a comprehensive analysis of sustainable shipping fuels, including their core concepts and development trends. The second section conducts a global analysis of the entire industrial chain – from production and storage to transportation, port refueling, and marine applications – examining the development of green hydrogen, green methane, green methanol, green ammonia, and biofuels. The third section focuses on China's domestic landscape, assessing the current status, future prospects, and challenges in the sustainable shipping fuel industry. It offers actionable recommendations at three strategic levels: national policy frameworks, fuel manufacturers, and the shipping sector.

The release of the "Report of China Sustainable Shipping Fuel Development  2025" will provide important references for industrial policy formulation, technology route selection, fuel layout planning, and the construction of port storage and refueling facilities. It will support China in building a development system for a sustainable shipping fuel industry chain and supply chain with leading technology, complete industrial chain, and sound mechanisms, and help ensure the safe application and development of sustainable shipping fuels in the shipping sector.
