This change notice incorporates the MEPC.395 (82)（2024 GUIDELINES FOR THE DEVELOPMENT OF A SHIP ENERGY EFFICIENCY MANAGEMENT PLAN (SEEMP)) and AMENDMENTS TO THE 2021 GUIDELINES ON THE OPERATIONAL CARBONINTENSITY REDUCTION FACTORS RELATIVE TO REFERENCE LINES(CII REDUCTION FACTORS GUIDELINES,G3)(RESOLUTION MEPC.338(76)) into the " Guidelines For Evaluation Of Ship Operational Carbon Intensity And Development And Verification Of Ship Energy Efficiency Management Plan Part III " 2025 change notice. The main revisions in this change notice are as follows:

(1) Supplement the CII reduction factor between 2027 and 2030 in section 2.1.2 of Chapter 2 of the guideline.

(2) Updated the standardized data-reporting format for the data-collection system and operational carbon intensity submitted to the Administration in Appendix 3, and further refined the reporting on fuel consumption for each type of equipment as well as fuel consumption for each type of equipment not under way.
