Mr. Pan Zhongbing brings 32 years of distinguished professional expertise in ship survey and classification society operations, with profound technical acumen spanning ship and marine equipment survey, statutory compliance, quality management, flag state affairs, and maritime emergency response.



 

Mr. Pan Zhongbing brings 32 years of distinguished professional expertise in ship survey and classification society operations, with profound technical acumen spanning ship and marine equipment survey, statutory compliance, quality management, flag state affairs, and maritime emergency response. Throughout his career, he has occupied senior leadership roles across key domestic and international entities of the China Classification Society (CCS), including the Shanghai Branch, the European Centre/Hamburg Branch, and CCS Headquarters. His long-standing contributions to the work of the International Association of Classification Societies (IACS) Survey Panel have endowed him with a global strategic outlook and incisive technical insights into classification governance and statutory survey practices.

 

A catalyst for technological advancement in ship surveying, Mr. Pan has spearheaded trans-formative initiatives including the deployment of electronic certificates applications and pioneering research into Remote Inspection Techniques(RIT). He led the industry-wide adoption of ship remote survey applications and directed the development of the Guidelines for Ship Remote Surveys, establishing a robust framework to underpin the safe and efficient delivery of survey operations.

 

Since October 2022, Mr. Pan has served as Deputy General Manager and Quality Manager of the CCS Shanghai Branch. In 2025, he was recognized as a leading talent in the Shanghai High-end Shipping "Pilot Talent" Programme. A graduate of Shanghai Jiao Tong University with a degree in Ship Engineering, he maintains a rigorous theoretical foundation in marine engineering and ship construction.

 

Mr. Pan’s exceptional technical leadership has been honored with prestigious industry accolades: as a principal investigator, he received the First Prize of the China Institute of Navigation Science and Technology Progress Award for his project Key Technologies and Applications of Ship Remote Surveys, and the Second Prize for Research and Application of Intelligent Drones in Ship Survey.

 


 

Under Mr. Pan’s leadership, the IACS Survey Panel is poised to further advance its strategic initiatives, elevate survey standards on a continuous basis, consolidate maritime safety accomplishments, and proactively drive industry innovation amid the rapidly evolving global maritime landscape.
