I Application Scope
According to the requirements of CCS quality management system,
the application scopes covers the following:
(1) Examination of drawings
of new buildings(for both classed and non-classed ships);
(2) Examination of drawings of ships subject to
alterations(for both classed and non-classed ships);
(3) Examination of drawings of ships subject to
single item modification(for both classed and non-classed
ships);
(4) Examination of drawings of ships of first entry(for
classed ships);
(5) Examination of drawings of ships of first survey
(for non-classed ships);
II. Notes for application scope
(1) Examination of drawings of new buildings
(for both classed and non-classed ships)
Drawings of both classed and non-classed ships newly designed
by shipowner, designer and shipyard are to be examined under this
category.
(2) Examination of drawings of ships subject
to alterations
Drawings of both classed and non-classed ships subject to alterations
designed by shipowner, designer and shipyard are to be examined
under this category.
The alterations commonly include: alterations of hull, alterations
of arrangement of ship, alterations of measures of ship or draft
to increase deadweight, alterations of ship type, increase of
location for containers in container ship, reinforcement of one
of ship’s abilities etc. If a ship involves one or more
alteration items mentioned above, relevant drawings shall be examined
under this category.
(3) Examination of drawings of ships subject
to single item modification
Drawings of both classed and non-classed ships with one item modified
by shipowner, designer and shipyard are to be examined under this
category.
The single item modification generally covers: intact stability,
damaged stability, freeboard, tonnage, GMDSS modification, alarming
system, cargo securing manual, fixed fire extinguishing system
etc. For a ship involving one or more than one of the above items,
relevant drawings are to be examined under this category and a
separate application shall be forwarded.
(4) Examination of drawings of ships of
first entry (applicable for ships applying for
classification)
Drawings of ship previously classed with other IACS societies
and applying for class of CCS are to be examined under this category.
As a general practice, the application is to be put forward by
shipowner directly to the branch of this Society and where necessary,
the application may be transferred to this Center via the branch.
However, in this case, the application shall also be put forward
by the shipowner.
(5) Examination of drawings of ships of
first survey (for non-classed ships)
Drawings of non-classed ships applying for survey and certification
by CCS are to be examined under this category. As a general practice,
the application is to be put forward by shipowner directly to
branches of this Society and where necessary, the application
may be transferred to this Center. However, in this case, the
application shall also be put forward by shipowners.
Question: How to fill the Application
for Plan Approval?
Answer:
I. Notes for filling in the Application
for Plan Approval
(1) Column of “□To be examined according to requirements
of classification”
Where ships that apply for plan approval are intended to be classed
with CCS, or have already classed with CCS, cross in the □”
(2) Column of “□To be examined
according to statutory provisions of the government of flag state”
China Classification Society(CCS)is the only organization
authorized by the maritime safety administration of the People’s
Republic of China to carry out on its behalf statutory survey
of ships flying flag of People’s Republic of China. For
ships flying flag of China, whether classed or non-classed, please
cross in the □.
In the meantime, CCS is also authorized by administrations of
states to carry out on their behalf statutory survey of ships
flying their flags and classed with CCS. For ships flying flag
of such states, please cross in the □.
(3) Column of “name of drawing/item
_________________________”
Fill in application for plan approval the same name of the new
building as that in ship drawing, e.g.50000DWT bulk carrier, 10000kW
tug and 4999DWT oil tanker etc.
For ships subject to alterations or single item modification,
the application shall include the name of the ships and contents
of the alterations, e.g. alteration design for MV.×××,
increase of deadweight of MV.×××, MV.×××GMDSS
modification etc. It is to be stressed that name of ship shall
be indicated in the application for plan approval of ships subject
to alterations or single item modification. Where new name is
decided after alterations, the new name may be filled in but original
name shall be indicated in column of “Notes”; if the
new name is not decided before alterations, the existing name
is to be filled in; for sister vessels that are subject to alterations,
the application shall be filed separately for each ship.
For application for examination of drawings of ships of first
entry or of first survey, please fill in the plan approval for
MV.××× of first entry or plan approval for MV.×××
of first survey.
(4) Column of “drawing no.__________________”
The column shall be filled in with general number of the project.
As a general practice, a general number is given to project of
a specific type of vessel by designer which is followed by drawing
number, e.g. Q82-5432、SH568、HD3324 etc.
(5) Column of “Characters of Classification
and Class Notations for Ships”
The column shall be filled in carefully for newbuilding, ships
subject to alterations and ships of first entry in their application
for classification. Because all ensuing works will be closely
related to the characters of classification, any error in this
regard will have a detrimental effect on the interest of shipowners
and will lead to repetition of work on our side, thus delaying
the duration of examination of drawings and result in additional
outlay of fees by the applicant. It is therefore well advised
for the applicant to fill in the column in accordance with requirements
of design assignment by shipowner and collect suggestions and
opinions from the shipowner frequently.
For ships subject to alterations, fill in the characters of classification
and class notations that are intended for the alterations.
For ships subject to single item modification, enter the current
characters of classification and class notations in the application
for plan approval.
For correct presentation of characters of classification and class
notations, please refer to “Rules and Regulations for the
Construction and Classification of Sea-going Steel Ships of CCS”
and Guidance notes of CCS (GD04-2001) “Guidelines for Application
of Additional Class Notations for Sea-going Ships, 2001”
(6) Column of “flag state______________________”
For newbuildings, enter full name of the flag that the ship is
intended to fly.
For ships subject to alterations and ships subject to single item
modification, enter full name of the flag that the ships currently
fly.
For ships of first entry of first survey, enter full name of the
flag that the ships flied before. Where the ships are to fly flag
other than the flag that it flied before classification, enter
full name of the new flag, e.g. PANAMA before classification,
and People’s Republic of China after classification; flag
of Japan before classification and that of People’s Republic
of China after classification.
Ships after first survey shall all fly the flag of the People’s
Republic of China.
(7) Column of “Gross tonnage (approximate)______________”
For newbuildings, fill in the estimated gross tonnage of the ships;
For ships subject to alterations or single item modification,
fill in the estimated gross tonnage of the ships after such alterations
or modification; or fill in the original tonnage where there is
no change after the alterations or modification.
(8) Column of “Navigation areas/dedicated
routes________”
For newbuildings, fill in the name of the specific navigation
area/ dedicated route;
For ships subject to alterations or single item modification,
ships of first entry or ships subject to first survey, fill in
the previous specific navigation area/ dedicated route. Where
navigation area/ dedicated route is to be changed after the survey,
name of new navigation area/ dedicated route for the ship is to
be entered, e.g. coastal service of China before survey and greater
coastal service of China after survey; coastal service of Japan
before survey and greater coastal service of China after survey.
(9) Column of “Designer and the its
address______________”
Enter the name and address of designer responsible for the drawings.
(10) Column of “Shipbuilder________________”
For newbuildings and ships subject to alterations, enter name
of shipbuilder; if ships subject to single item modification are
to be carried out in a factory, name of the factory is also to
be entered.
Where the factory to undertake alterations or modifications is
not decided, enter “pending decision”. However, notice
in written form shall be given to this Center when the specific
factory is decided, so that relevant drawings may be delivered
to the related branches of CCS to have surveys carried out.
(11) Column of “Project no./number
of ships________________”
For newbuildings, enter project no. of shipyard and number of
ships. Where factory is not decided, enter number of ships.
Number of ships to be constructed is an essential parameter in
examination of drawings and it is also the basis on which fee
will be collected. Where it is the mode of “number of ships
to be constructed + number of ships contracted”, only “number
of ships to be constructed” counts in fee collection and
number of ships contracted will be indicated in drawings seal.
On entering into force of “contracted number of ships”,
relevant procedures will still be needed to continue the construction,
and additional fees will be collected accordingly for plan approval.
(12) Column of “Date of submission
of drawing____________________”
Date of submission of drawings for approval.
(13) Column of “Date to return the
drawings_________________”
It is required to fill in “Date to return the drawings”.
Such date is not decided by the applicant but by the Center. It
is hard for the Center to accept an impracticable date to return
the drawings..
(14) Column of “Notes (In case there
are subcontracts for part of the drawings, please indicate their
contents and means for contact)”
Notes for anything related may be entered in the blanket.
(15) Column of “Application unit___________________”
Full name of applicant, write in standardized form.
(16) Column of “Person to contact____________________”
Name of applicant, write in standardized form.
(17) Column of “Telephone___________________”
Telephone number of applicant, enter the most recent number and
write in standardized form.
(18) Column of “Fax____________________”
Fax number of applicant, write in standardized form.
(19) Column of “Address____________________”
Address of applicant, write in standardized form. The address
will be used for return of drawings and for contact.
(20) Column of “Zip____________________”
Write in standardized form the zip corresponding with the address.
(21) Column of “Seal of applicant
___________________”
The application is not only a technical appraisal, but also a
technical contract. Therefore, it should be an original one. A
contract with a seal or the equivalent is preferred.
Unit appearing in the sealing will be the applicant, to whom the
drawings will be returned and bills of fees or plan approval will
be destined.
(22) Column of “A The
ship has been designed in according with following rules, regulation
and conventions currently in effect”
Cross in the □ before names of convention and rules and
regulation if applicable. Examination of the application will
be carried out on the basis thereof. We will verify the applicability
and examine the drawings accordingly.
Where the applicable conventions, rules or regulations are not
included in the list, enter the applicable ones in the blanket
after □, and cross in the □.
It shall be noted that the drawings will be examined in accordance
with the conventions, rules or regulations applicable for the
specific application items, but reference of some standards are
not necessary, therefore they may be deleted without specific
explanation. Additional application is acceptable, i.e. drawings
are to be examined in accordance with the conventions, rules and
regulations other than the applicable ones, provided that we have
relevant abilities and authorities. Accordingly, applicator will
pay for the additional application.
(23) Column of “B the
ship is intended to have following certificates and technical
documents”
For newbuildings, ships subject to alterations, ships of first
entry and first survey, enter the column and cross in the □
before the applicant certificate.
Generally, item 22 above is correlated with this item, i.e. if
a ship is not designed according to relevant standards, it is
impossible that certificates will be issued.
Question:How many copies
of drawings are to be submitted?
Answer:
According to requirements of Quality System of this Society, the
number of copies to be submitted for plan approval are as follows:

For ships of first entry or first survey,
one copy of drawing with approval stamp will be returned after
examination to executing unit of this Society and the other one
is kept in the Center.
If more than one copy is required to be
returned by the applicant, sufficient copies shall be submitted
beforehand, and additional outlay of fees for plan approval will
result.
