Technology Development Center
     
  CCS Technology Development & Research Center (hereinafter referred to as ¡°Research Center¡±) is the main part for CCS scientific research of rules, responsible for providing omnibearing technical support to main business of the whole system (classed ship, domestic ship and industrial service area). The Research Center is composed of secretariat, Beijing Technology Development & Research Institute, Shanghai Rules & Research Institute and Wuhan rules & Research Institute.  
 
Responsibility of Research Center: preparing and maintaining CCS rules, regulations and guidance documents; undertaking development of scientific research items; undertaking plan approval work¡¯ taking part in IMO/IACS research; undertaking translation of technical documents; providing necessary technical support to plan approval and site survey; undertaking technical development & research in relevant fields accepted by CCS.
 
 
 

    D & R Center

(1) Responsible for research and development of technology related to energy saving and emission reduction, and environment protection;
(2) Undertaking research and development of technology related to ship structure, Responsible for formulation and maintenance of CSR and relative guidance;
(3) Responsible for development and maintenance of large-scale software system of ships and for related service to national ship database;
(4) Undertaking research and development of other new technology related to ship;
(5)Participation of research and development of major national scientific project;
(6) Providing related service before signing agreement and on-site technical support;
(7) Undertaking research on projects related to war industry.

  
 
      Shanghai Rules & Research Institute (abbreviated as ¡°Shanghai Institute¡± and together with ¡°Shanghai Training Center¡± is one organization under two names)
(1) Responsible for undertaking development and maintenance of rules and regulations of sea-going ships/offshore engineering, carrying out relevant development of technology, test and follow-up research as well as applicable software, conducting public introduction and interpretation of rules and regulations and providing services to the customers and technical support for field survey;
(2) Undertaking organization and implementation of personnel training in accordance with training plan;
(3) Responsible for translating and compiling the rules and regulation and conventions of sea-going ships/offshore engineering;
(4) Responsible for managing Far East Fire Testing Center and its business;
(5) Responsible for collecting, analyzing, and transmitting information in accordance with procedure;
(6) Undertaking application study of new technology of machinery and electrical equipment.
 
 
      Wuhan Rules & Research Institute (abbreviated as ¡°Wuhan Institute¡± and together with ¡°Wuhan Plan Approval Center¡± and ¡°Wuhan Training Center¡± is one organization under three names)
(1) Responsible for undertaking development and maintenance of rules and regulations of inland-waterway ships (ships of navigating on Three Jiangs and Two Rivers, reservoirs and lakes and river-sea direct navigation ships), carrying out research of technology and its follow-up, conducting relevant development of applied software, and conducting interpretation of rules and providing services to customers and technical support for field survey;
(2) Responsible for research of new technology of machinery and electrical equipment of inland-waterway ships;
(3) Responsible for plan approval and relevant service within business scope;
(4) Undertaking organization and implementation of personnel training in accordance with training plan;
(5) Responsible for collecting, analyzing, and transmitting information in accordance with procedure;
(6) Responsible for managing the Life-saving Appliances Testing Centre and its business.
 
 
     
 

   The Research Center is responsible for the management of following organizations: Far East Fire Testing Center, Far East Lubricating Oil Testing Center and Wuhan Life-saving Appliances Testing Center.


Far East Fire Testing Center is a fireproof material and structure testing body certified by National Technology Supervision Administration and recommended by IMO to its member states. It has sets of fire testing equipment imported from abroad or developed by itself. Since 1990, it has, in compliance with existing national and international standards (ISO, IMO), carried out nearly one thousand fire tests of fireproof materials and structures intended to be used in ships, offshore installations and buildings on land for notarial inspection and technical research for customers from mainland China, Hongkong, Taiwan as well as Singapore, Thailand, South Korea, etc., and yielded remarkable social benefit.

Far East Lubricating Oil Testing Center is equipped with advanced and sufficient appliances and installations and has mastered mature means of applying lube oil analysis technique into monitoring equipment condition. It has developed nearly one hundred criteria/threshold values and monitors about one hundred ships (propeller shaft condition) at maximum. This research has been started since long and lies at a leading level.

Wuhan Life-saving Appliances Testing Center has got measure certification qualification certificate by National Certification Approval Supervision Management Committee, with advanced temperature-control, moisture-control and other survey equipment to satisfy the need of testing two kinds products of lifebuoy and life jacket of marine life-saving appliances on 39 items such as physical item, chemical item, temperature and performance, and finished examination of survey, sample check and issue of production permission certificate for marine life-saving appliances.
