The Amazing Progress and Development of CCS

    The successful accession to the World Trade Organization (WTO) signified the fast merging of China's market economy with that of the international market. During the internationalization process, following the reform of the maritime safety administrative institutional system initiated by the MOC in 1998, CCS turned the governmental management functions vested in the ship survey management over to the Maritime Safety Administration of the People's Republic of China (China MSA). It became a new public institution with strong similarities to enterprise, which bore the same functions and service systems as other IACS member societies and devoted its energies to development on the international market. Since then, under the dual objectives of establishing a first-rate class society and developing a society based on technology and trust, CCS has provided services to the community in a fair and impartial manner, adhered to innovative management and operation concepts, succeeded in realizing system transformation and made great developmental progress.
    The success of the system transformation promoted the rapid development of CCS, most significantly in safety management and survey quality. CCS was removed from the port state control (PSC) inspection black list in 2001, became one of the continuously best performing societies among IACS members and worked with other concerned maritime units to establish a good international image for the Chinese ocean fleet. During the Tenth Five-Year Plan period, under a technical authority, service impartiality and business internationalization policy, CCS quickly developed into an international class society. Domestically, CCS has moved from providing technical support to a single transport industry to multiple industries including shipbuilding, offshore oil exploration and insurance and marine product manufacturing. Internationally, CCS has been making progress in becoming an internationalized class society in all aspects such as fleet structure, number of authorizing governments, global service networks, work processes and safety and quality control. Meanwhile, CCS began to extend its successful experiences in safety supervision and ship surveying into other land-based industries. CCS also recorded rapid development in industrial product inspection, certification and approval, insurance evaluation, risk management and engineering supervision, painstakingly creating a land-based class society which has become an important business pillar of CCS.

    The impressive development of CCS has benefited greatly from increasing reforms. Under the guidance of its policy of safety, quality, reform and development, CCS continued to solve problems that did not contribute to the development of the market economy and to use reform as a driving force in management establishment, operating and motivating mechanisms suitable to market development needs and promoting large-scale development of all major businesses.
    While achieving great material success, CCS has also been highly fruitful in encouraging spiritual civilization in its undertakings. After half a century's accumulation and sublimation, the policy of unity, devotion, impartiality and efficiency has become the guiding spirit of CCS. The policy of reform, consolidation, innovation and development has encouraged innovation and accelerated development while the policy of developing a society based on technology and trust has resulted in rapid advancement for CCS. The enterprise culture of CCS during its fifty years has fostered generation upon generation of amazing, talented people who have contributed substantially to China's and the world's maritime industries.
    The magnificent footprints CCS has left over the past fifty years, the outstanding achievements, the solid accumulation, have all combined to forge the impressive CCS of today. CCS' past success is indicative of its future prospects and a new CCS will appear on the horizon of the Asian market.
