On the great occasion of the 50th anniversary of CCS and your forthcoming chairmanship of IACS, I would like, on behalf of the National Development and Reform Commission and in my own name to express to you our sincerest complements and warmest congratulations.
CCS is one of the advanced technical organizations in China that are strongly innovative, early established and fully compliant with the international practices. In the half century, CCS actively performed its duties, effectively promoted the development of Chinese shipbuilding, shipping and transport as well as related manufacturing industries, greatly contributed to the national economic development and has become an internationally well-reputed classification society, whose role in the national economic construction is not to be underestimated.
Through 50 years' efforts, CCS has stepped into the internationally advanced classification societies, which is closely related to its active response to the call of national reform and drawing foreign advanced experience. Joining International Association of Classification Societies (IACS), taking the lead in introducing international quality management system, strictly implementing the strategies of reforming the national maritime safety administrative institutional system, practicing the strategy of internationalized management, actively involving and participating in the development and implementation of the new-generation international shipbuilding standards--the successful probes of all the above not only contribute to the development of Chinese shipbuilding and shipping industries, but also set an example for the relevant industries in deepening system reform.
Currently, China is carrying out the 11th five-year programming. Economic restructuring and opening out to the outside are being strengthened at an unprecedented pace. National economic development has stepped into a brand new era. Facing the sweeping international tides, I appreciate the achievements of CCS while wish CCS would continue to stand at the forefront of reform and rely on its 50 years' accumulation and existing international resources and advantages to make greater contribution to the national economic development and to create a more brilliant future!
