Tripartite2017 was held in Nantong Jiangsu

On November 1-3, Tripartite2017 was held in Nantong, Jiangsu. This year’s meeting was organized by BIMCO and sponsored by CCS, CSSC, CSNAME and CSA. As the co-sponsor of the meeting, Nantong Municipal Government has provided great support. The meeting was attended by more than 120 delegates coming from BIMCO, ICS, INTERTANKO, IACS, ASEF as well as the shipbuilding associations and shipping and shipbuilding enterprises of China, Japan and South Korea.

Mr. Zhu Kai, CCS vice President delivered the welcoming speech, expressing his wishes that delegates will further exchanges to address together the current problems and difficulties. Mr. Angus Frew, the General Secretary of BIMCO, Mr. Guo Dacheng, the Director of CSSC and Mr. Torsten Schramm, IACS Council Member delivered speeches on behalf of the shipping, shipbuilding industry and the classification societies, expressing that in the era of profound changes in market, industry supervision and technology, it is the responsibility and obligation for shipping, shipbuilding and classification societies to strengthen cooperation, grasp the opportunity, address challenges and maintain the order, and that the platform of tripartite should play the important role, make continuous improvement and focus on significant strategic items to obtain tangible outcome benefiting all parties.

After reporting the work progress following the previous meeting, delegates from BIMCO, ASEF and IACS gave their analysis to the current industry development and hot issues from their own perspectives. Mr. Chen Minjun, the Chairman of ASEF and the standing Deputy Director of CSSC elaborated on the current condition of the shipbuilding market and technological development and gave his prediction on the future market.

During the meeting, nearly 20 delegates delivered topic speeches on the vision of shipbuilding industry, GHG emission, future ship design, intelligent ship and shipping, ship safety, BWM Convention and other hot issues of common concern from the perspective of technology and strategy. He Ci, the member of CCS intelligent ship working group introduced the ideology of intelligent ship and the development condition, proposing enhancing cooperation in real ship project, new technology development, participating in IMO legislation among the industry to promote the development of ship intelligence.

The meeting has reached multiple common understandings, including de-carbonization and emission reduction being given the high priority; cyber risk management being equally important for both newbuildings and ships in operation; the shipping and shipbuilding industry's need to actively adapt to the era of digitalization; promoting IMO to improve legislation scheme; further improving industry disciplinethe by the three parties, and ect. The parties attending the meeting have agreed to carry out the following FUA: carry out study on the direction of research on zero emission from shipping; renew the assessment of GHG study material and conclusion submitted to IMO; define the role and responsibility of shipbuilding industry in cyber security for newbuildings; develop the unified definition for intelligent ship level; study marine biofouling control and management; study feedback on ballast water processing system, etc.

Besides, the meeting has discussed about the organization mode of Tripartite. CCS’ proposal to organize Tripartite by shipping, shipbuilding and classification society in rotation was supported by ASEF and other delegates, and will be further discussed by organization improvement working group. At the conclusion of the meeting, BIMCO, as the organizer, announced the successful ending of the meeting which has achieved substantive results and expressed appreciation to the organizing and sponsoring units in China for their support and work.
